Duties and authority of the President

The President of the Republic of Serbia is chosen in direct elections, by secret vote. The mandate of the President of the Republic lasts five years and begins with the taking of the oath before the Parliament.

The President of the Republic expresses the governmental unity of the Republic of Serbia and represents the Republic of Serbia within the country and abroad.

The President of the Republic proposes candidates for President of the Government to the Parliament whenever a new Government is chosen and during that is responsible for proposing the candidate who can secure the selection of the Government.

The President of the Republic may return a proposed law to the Parliament for further deciding if he feels that the law is not in harmony with the Constitution, that it is in contrast with confirmed international treaties or generally accepted rules of international law, that during the bringing of the law the procedures were not followed which are required for bringing a law or that the law does not define a certain area in an appropriate way.

The President of the Republic may, in accordance with the Constitution and laws, dismiss the Parliament on a justified proposal of the Government and during that bring the decision for announcing parliamentary elections.

The President of the Republic declares laws by decree, dismisses the Parliament, posts and recalls ambassadors of the Republic of Serbia, gives honor to and places, promotes and dismisses officers of the Serbian Military. By decision of the President of the Republic elections are announced for parliamentary elections, a candidate for President of the Government is proposed to the Parliament, pardons are given and the Secretary General of the President of the Republic, Head of Cabinet, advisors to the President and other officials within the General Secretariat are appointed.

The President of the Republic commands the Military and places, promotes and dismisses officers of the Serbian Military.
